The City of Oakland is updating its General Plan for the first time since the 1990s. The Oakland General Plan 2045 will outline a vision and set of policies to guide Oakland’s approach to housing, environmental justice, transportation, parks, climate protections and economic development for the next 20 to 30 years. The city has hired two consultants to support the development of the Oakland General Plan 2045: Dyett & Bhatia to write the General Plan and conduct citywide engagement and focus groups and the Deeply Rooted in Oakland Partnership (Deeply Rooted Collaborative) to engage communities historically excluded from planning efforts.

Who is THE Deeply Rooted COLLABORATIVE?

This historic effort resulted in the formation and selection of the Deeply Rooted in Oakland Partnership (Deeply Rooted Collaborative) to ensure that residents experiencing socio-economic, environmental, and racial disparities participate in planning for Oakland’s future. Deeply Rooted Collaborative is a collaboration between 13 multiracial organizations who have been serving Oakland’s low-income communities of color for many years. The Deeply Rooted Collaborative counters a legacy of discrimination by ensuring that marginalized residents participate in creating an equitable and culturally thriving Oakland.

 

The Deeply Rooted Collaborative focuses on engagement with the following communities: unhoused; formerly incarcerated; low-income Asian American, Pacific Islander, Black, Latinx, and multiracial communities; and those experiencing environmental injustices. The Deeply Rooted Collaborative focuses on the following geographies: Fruitvale, West Oakland, East Oakland, Chinatown, Eastlake, and San Antonio.

Deeply Rooted Partner Roles

Central Support - Three organizations offer central support to the Deeply Rooted Collaborative. EastSide Arts Alliance designs and coordinates the overall structure for community engagement and cultural programming. Just Cities Institute provides technical assistance, community education in planning, and coordinates with City of Oakland departments. Urban Strategies Council delivers administrative support.

Outreach - Eleven organizations host and conduct community engagement and outreach with their networks at large outdoor or virtual events, pop-ups,  and through social media, and share resources to address immediate needs. Organizations include EastSide Arts Alliance, Black Arts Movement Business District CDC, Black Cultural Zone, Communities United for Restorative Youth Justice (CURYJ), House/Full of Black Women, Lao Family Community Development, Inc, Malonga Arts Residents Association, Oakland Asian Cultural Center, The Unity Council, The Village, and West Oakland Environmental Indicators Project.
